Building Community Resilience in Remote Treaty Villages of South Fly District, Papua New Guinea

ISE Congress 2026 Abstract

The Treaty Village Resilience Program (TVRP), Building Resilience in Treaty Villages (BRTV), and South Fly Resilience Project (SFRP) represent a sequential suite of community-based development initiatives implemented across South Fly District, Western Province, Papua New Guinea, between 2014 and 2023. Managed by the Reef and Rainforest Research Centre (RRRC) in partnership with INLOC, these programs were delivered through a locally embedded Community Ranger model designed to strengthen adaptive capacity in remote coastal communities. Initially implemented in five Treaty Villages, program activities focused on improving water security, sanitation, and community health through the training and deployment of Community Rangers. Subsequent expansion under the BRTV and SFRP frameworks extended program reach to 40 villages and incorporated additional components including financial literacy, small enterprise development, and disaster preparedness. Capacity-building through practical, community-led training was central to all program phases, generating local employment opportunities while equipping residents with transferable skills to support livelihoods and enhance resilience to environmental and socio-economic stressors. Each successive phase built upon earlier investments, establishing an integrated, locally governed framework for sustainable development that continues to operate under INLOC PNG management.
