Leading a shift in policy and practice for Aboriginal and Torres Strait Islander children through the National Framework
Abstract
The Aboriginal and Torres Strait Islander Child Placement Principle (the Principle) is the cornerstone of Australian law and policy acknowledging the importance of family, cultural and community connections to the identity and wellbeing of Aboriginal and Torres Strait Islander children who come into contact with child protection systems. Despite this, the Principle has suffered from fragmented implementation and a limited understanding of its intent. The Third Action Plan under the National Framework sets an ambitious agenda for fully implementing the five elements of the Principle (prevention, partnership, placement, participation and connection), and the establishment of an Aboriginal and Torres Strait Islander Working Group with a mandate to advise on effective implementation and monitor progress. Full implementation of the Principle requires honouring and preserving its intent, and a commitment from government and the sector to radically rethink approaches to engaging with Aboriginal and Torres Strait Islander children, their families and their communities. The Working Group has welcomed the commitment and goodwill of all partners and collaborators under the Third Action Plan, but has also identified that there is still a long way to go to progress action that would ensure the rights of children to be brought up safely in their families, communities and cultures. This presentation will explore the policy processes and strategies that the Working Group is utilising to advance full implementation of the Principle and monitor progress, and invite session participants to discuss the policy changes and strategies required to advance this priority.
Biography
Natalie Lewis is a descendant of the Gamilaraay (Kamilaroi) Nation and is the current Chief Executive Officer of the Queensland Aboriginal and Torres Strait Islander Child Protection Peak (QATSICPP). Her professional experience has been acquired in Queensland and in the United States in the areas of youth justice and child protection, providing direct service, program and policy development and organisational leadership over the past twenty years.
Natalie currently serves on the National Executive of SNAICC – National Voice for our Children, and is co-chair of the National Family Matters Campaign. She also holds appointments on the Qld Domestic and Family Violence Implementation Council, Youth Sexual Violence and Abuse Steering Committee and the Queensland Policy Leaders Forum. Natalie was an active member of the Expert Advisory Group to the Queensland Child Protection Commission of Inquiry and remains strongly involved in the implementation of the reform agenda.
